22nd May, 2023:Signing of the Memorandum of Understanding (MoU) between the Natural Resources Development Corporation Limited (NRDCL) and the Department of Forest and Park Services (DoFPS) on timber and sand

A Memorandum of Understanding (MoU) has been signed between Natural Resources Development Corporation Limited (NRDCL) and Department of Forest and Park Services (DoFPS) on 22nd May, 2023 led by Hon’ble Director, DoFPS and Officiating Chief Executive Officer, NRDCL. The MoU was signed in presence of Dasho Karma Tshering, Hon’ble Secretary, Ministry of Energy and Natural Resources and Dasho Karma Tshiteem, Chairman of NRDCL Board. The singing of the MoU is yet another milestone in making our natural resources available, accessible and affordable to the end-users.

Though DoFPS is entrusted with the responsibility of sustainably managing the forest resources while NRDCL as the stated owned enterprise has the mandate of sustainably harvesting, marketing and equitably distributing the nation’s natural resources ensuring availability, accessibility and affordability to the end-users, in the absence of clear-cut roles and responsibilities in carrying out day-to-day activities in the field, smooth execution of field activities has been hampered which in turn led to inefficiencies in service delivery as well as under achievement of annual production volume allotted by the Department. Further, with the involvement of both the agencies throughout the entire value chain of extraction and production of timber, sand and stone, fixing accountability on either of the parties was ambiguous. Therefore, through this MoU, the DoFPS and NRDCL seeks to achieve effective service delivery with clear roles, responsibilities and accountability.

With the signing of this MoU, the existing Timber Extraction and Distribution Modality, 2019 is hereby repealed and is superseded by the MoU. Henceforth, all sand, stone and timber extraction activities shall be guided by the terms and conditions as prescribed in the MoU.
