TOR ON THE ROLES AND RESPONSIBILITIES OF INTEGRATED CONSERVATION DEVELOPMENT SECTION
Roles:
- The focal section of the park management to deal with all issues related to integrating conservation and development activities in the park
- The focal section to deal with any issues and matters pertaining to community-based enterprise developments and ecotourism activities in the park
- The focal section for any conservation education and awareness programs in the park
- The focal section to deal with socio-economic surveys, inventory of socio-cultural and religious sites, and documentation of unique culture, events, and festivals in the park
Responsibilities:
- Coordinate, implement, and monitor all Integrated Conservation and Development Programs in park geared towards solving specific conservation issues faced by the park management due to increasing development activities
- Coordinate and monitor all activities related to community-based enterprise development and ecotourism activities in the park in close collaboration with Ecotourism Program Coordinator from NCD, and focal persons from the Tourism Council of Bhutan, Association of Bhutanese Tour Operators, and Guides Association of Bhutan
- Oversee the management of all ecotourism campsites, trails, and eco-lodges inside the park
- Develop brochures and information pamphlets useful for tourists visiting the park
- Issue park entry permits for tourists who visit the park head office without informing the park range officers or designated staffs at the entry points
- Conduct environmental education and conservation awareness programs, including awareness on Forestry Act and Rules, targeted towards villagers, school children, policy makers, monk bodies, pilgrims, and tourists
- Organize clean up campaigns and special events and festivals with communities and schools during important international and national days related to biodiversity conservation and environmental protection in close collaboration with school nature clubs and women’s associations
- Coordinate and organize periodic meetings with important stakeholders in the park
- Coordinate and conduct all socio-economic surveys, studies, research, filming, training, workshops, and publications in the park in close collaboration with park range officers, ICDP Section head of NCD, Dzongkhag Planning Officers, and geog administrators
- Initiate and coordinate documentation and inventory of unique socio-cultural and religious sites, including hot springs, festivals, and events in the parks
- Initiate office compound development and beautification of park head office and park range offices, and development and care of information centers and signboards, and botanical gardens in the park
- Regularly attend the Dzonkhag Tshogdues together with the concerned park range officers
Requirements:
- The Section Office should be well equipped with computers, printers, management plans, operational plans, and project documents
- The Section Head should hold minimum position of a Sr. Ranger with good communication skills and experiences in dealing with various stakeholders and with training backgrounds in PRAs and RRAs
Working Arrangements:
- The Section Head is directly answerable to and will work under direct supervision of the Park Manager/CFO unless stated otherwise
